The following is a letter sent to Will County Clerk Nancy Voots regarding changes our office is making to the way we comply with reporting county finances.  We sent copies of the letter to Will County Executive Larry Walsh, County Board Chairman James Moustis, and Will County Auditor Duffy Blackburn.

In Re: Monthly Report to the County Board for May 2011

Dear Clerk Voots,

I am writing to advise you that my office will file the various financial reports required by Illinois law on a new schedule beginning this month.  Pursuant to the Counties Code, the Treasurer’s Office will file its financial reports on the 28th day of the month.  As a result of this change, your office will not receive reports from us in time for the Recessed Meeting of the Will County Board on June 16, 2011.

This change is a departure from our traditional practice of publishing financial reports in time for the monthly county board meeting.  During certain calendar months, my staff finds it difficult to assemble these reports on a compressed deadline.  In months such as June, with the additional requirement of the County Collector’s report and semi-annual report, the burden becomes quite difficult.

In past years, County Treasurers would authorize overtime to meet such self-imposed deadlines.  With budgetary constraints on my office in the FY2011 budget, which includes no overtime and the largest salary decrease year-over-year of any county agency at 15%, I must adjust staff workflow accordingly.
